Fremont Counties Significant Historic Qualities

  • The earlier human history of Fremont County beginning with the Native Americans to the historical exploration of Fremont County by Zebulon Pike, and continuing in 1876 with statehood and establishment of Fremont County;
  • An era of rapid development after the Civil War during the time period of 1870 to 1895 and significant indication of that history is still present in Canon City, Florence, and other county locations;
  • New and unusual techniques to construct railroads and transportation in large part due to extreme terrains which is historically significant;
  • Development of mills, coal mines and industrial minerals in Fremont County for the development of well-celebrated metal mines in Leadville, Cripple Creek Westcliffe, and Rosita, all of which are an integral component of Colorado’s mining legacy;
  • Colorado’s most significant prison legacy which began in Fremont County when Colorado was a territory and continues today;
  • The oldest operating oil field anywhere located in Florence and the first well drilled west of the Mississippi River in Garden Park, which are both symbolic of Fremont County’s rich oil and gas history.;
  • World class paleontology and geology resources including Garden Park Fossil Area, Wellsville Geologic Area, Indian Springs, Skyline Dinosaur Track way, Royal Gorge, Red Canyon Park and others which are key components of our state and national heritage;
  • Strong ranching and farming heritage that supported all of the above heritage components.

Fremont County Resolution

Authorty

WHEREAS, the Board finds that heritage tourism contributes significantly to the economic well-being of the County; and

WHEREAS, the Board finds and declares that the protection, preservation, and enhancement of the county’s cultural, historic, natural, and economic heritage is essential to the public health, safety, and welfare; and

WHEREAS, the Board is authorized pursuant to C.R.S.30-11-107(bb) to provide for the preservation of the cultural, historic, natural, and economic resources within the county; and

WHEREAS, on December 21, 2007, the Board adopted Resolution Number 64, Series of 2007, which pledged Board support to nominate Fremont County as a Preserve America Community and establish a heritage commission to bridge together various county interests for the betterment of historic preservation and heritage tourism goals within Fremont County

NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS FOR THE COUNTY OF FREMONT, that it supports historical preservation efforts in Fremont County and hereby creates a seven member Fremont Heritage Commission to further the goals of historical preservation.

Commissioner Ed Norden moved the adoption of the foregoing Resolution with a second by Commissioner Mike Stiehl.

Interim Bylaws

General:  The following interim bylaws will be utilized until such time as a set of formal by-laws are jointly adopted by the Heritage Commission and the Board of County Commissioners.

 

Appointment and Terms of Office:  Members of the Heritage Commission shall be appointed and approved by the Commissioners, and shall serve a three-year term from the date of the appointment.  In order to stagger the initial terms of membership, the original membership shall serve as follows:

 

              Three members shall serve three-year terms;

              Two members shall serve two-year terms;

              Two members shall serve a one-year term.

 

Terms shall expire on September 1 of each year.  Members shall continue to serve until their successors have been appointed.  Members may be appointed to successive terms without limitation.  Appointments to fill vacancies on the Heritage Commission shall be made and approved by the County Commissioners.  All members of the Heritage Commission shall serve without compensation, and may be removed by the County Commissioners for cause.

 

Quorum and Voting: A quorum for the Heritage Commission shall consist of a simple majority of the members of the Heritage Commission excluding vacant seats.  A quorum is necessary for the Heritage Commission to hold a meeting or to take official action.  A roll call vote shall be taken upon the request of any member.  The chairperson of the Heritage Commission may not vote except to break a tie.  A tie vote shall be deemed denial of the motion or recommended action.

Officers:  The Heritage Commission shall, by majority vote, elect one (1) of its members to serve as chairperson to preside over the Heritage Commission’s meetings, one (1) member to serve as vice-chairperson and one (1) member to serve as secretary.  The members so designated shall serve in these capacities for terms of one (1) year, and may serve successive terms.

 

Executive Director: The County Commissioners in consultation with the heritage commission may retain a paid or unpaid executive director to assist the Heritage Commission as needed.

 

Ex Officio Representatives:  The County Commissioners, in consultation with the Heritage Commission may request ex officio representation of key governmental or nonprofit representation to be present at all board functions in a non voting capacity.  This representation may include Fremont County, Canon City, Florence, the Gold Belt Byway, Bureau of Land Management, US Forest Service, and the Arkansas Headwaters Recreation Area under Colorado State Parks.  Ex Officio Representatives will need to represent their respective heritage tourism and preservation interests.

 

Meetings:  The Heritage Commission shall hold at least one regularly scheduled meeting per calendar quarter.  Minutes shall be kept of all meetings.  The Heritage Commission shall comply with all requirements of the Open Public Meetings Act (C.R.S. 24-6-401 et seq.)

 

Duties and Responsibilities:  The Heritage Commission shall as soon as reasonably possible after the appointment of the initial members of the Heritage Commission and from time to time thereafter, develop and review plans to establish criteria for identifying significant heritage resources in Fremont County, and:

 

    • Develop long and short term actions to protect, preserve, and promote significant heritage resources;
    • Develop strategies and programs to interpret themes and topics of the Heritage Commission and present the same to the residents and visiting public, and make priority recommendations to the Commissioners for accomplishment of these actions;
    • Work in partnership with the municipalities of Canon City and Florence and other county communities, local, state, and federal agencies, non profit organizations, and private individuals to provide training and information in accomplishing the purpose stated herein;
    • Identify potential funding sources for priority projects, programs, or events and help facilitate and encourage efforts to secure grants and donations to heritage oriented organizations, projects, and programs.  A key part of this duty is to identify a list of priority projects and programs the Heritage Commission supports;         
    • Develop public education programs to engage youth in historic preservation and heritage education issues and help bridge generational gaps;
    • Encourage and support surveys of heritage resources for the purpose of defining those of significance, and prioritizing the importance of identified heritage resources;
    • Advise the County Commissioners on matters related to preserving and enhancing the character of the County;
    • Keep various federal, state, local governmental organizations and the general public apprised of Heritage Commission actions.

 

Rules and Procedures for the Heritage Commission:   The Heritage Commission may establish additional rules of operation that are consistent with its duties enumerated herein, consistent with the guidelines for Heritage Commissions as adopted by the County Commissioners.
